Ivan Todorov is the managing partner of Georgiev, Todorov & Co Law Offices. In addition, he is the head of the Public Law Department at Plovdiv University “Paisiy Hilendarski” and a professor in administrative law at another university. He specialised in the University of South Carolina and later became an honorary citizen of the city of Columbia, the capital of South Carolina, USA. He also took part of a “Program on the Revitalization of Central and East European Companies” at The Association for Overseas Technical Scholarship (AOTS) in Tokyo, Japan.
Professor Todorov has a significant experience both in relation to theoretical and practical legal matters. He has led some of the most significant administrative procedures in Bulgaria and the lawsuits, related to them as the privatization of the Bulgarian Maritime Fleet and the Bulgarian Telecommunication Company, the licensing of the second and the third GSM operators, the national licensing of Nova Television, the concessions of Varna and Burgas Airport, the privatization of Nu Boyana Film Studios (the only Bulgarian film studio), and complicated legal proceedings for Microsoft Corporation and Mitsui before the Commission on Protection of Competition. He has initiated six cases in the Constitutional Court of the Republic of Bulgaria and has participated in the successful conduct of some of the most important international arbitration cases, as well as court cases abroad and the Court of Justice of the EU.
In addition, Professor Todorov has been a national consultant in a working group of the United Nations (UN) for “Institutional and structural reforms in the judicial system in Bulgaria”. He also participated as a member and rapporteur in the Commission for Drafting the Administrative Procedure Code, and as a national expert in the UN program for administrative modernisation of Central and Eastern Europe. For two mandates Prof. Todorov was a member of the board of directors of one of the largest law firms in Europe – Eversheds Sutherland.
He has a number of publications, including four monographs (one of which was also published by an American publishing house), a textbook in Administrative Law, with seven revised editions co-authored with Professor Kino Lazarov, as well as multiple legal articles and opinions in Bulgarian newspapers and legal online platforms.
Professor Todorov is also the founder of the Bulgarian Association for European Union Law and the Honorary Consul of Antigua and Barbuda in the Republic of Bulgaria.
Independent international legal directories such as Chambers & Partners and Legal 500 rank him as a leading lawyer in the Dispute Resolution in Bulgaria for a consecutive year.
In 2020 he received the prestigious award of the magazine Economic.bg and the largest employers’ organization – the Confederation of Employers and Industrialists in Bulgaria for “Mr. Economy” for his outstanding contribution to the development of the economy in Bulgaria and building a sustainable business in the last three decades.
